I think it should flower. It’s Begonia rex (sounds like a dinosaur). They have gorgeous leaf colours and shapes and can grow indoors as a houseplant or outside in the summer.
Great shot whatever the name. A begonia by any other name is still a begonia – to paraphrase Will Shakespeare 🙂
